FIRE SPRINKLER SYSTEMS
This guideline has been developed to assist you in your efforts to install a Fire Sprinkler System. Prior to installation, a permit must be obtained from the City of Wheaton Building Department. Provided below is information that addresses what needs to be submitted to the City, pertinent building codes, permit fees and required inspections. These guidelines are by no means all-inclusive, but they do identify the most critical requirements that are involved in this type of project. Please review this information and call the City of Wheaton Building Department with questions.
Fire Alarm System Guideline
The following documents need to be submitted to initiate a review of your project:
- Application for Permit
Provide a Building Application for Permit that includes: site address, description of work, contractor(s), the total cost of work to be performed, permit applicant contact information, etc.
- Design drawings
Provide two (2) scaled copies of the technical submission for the automatic sprinkler system. The submission must include designs, drawings, and specifications which establish the scope and standard of quality for materials, workmanship, equipment, and systems. Plans shall also indicate use of rooms, room numbers (if applicable), and location of sprinkler heads. Also indicate ceiling construction and any changes in height such as off-sets, beams, and girders.
- Hydraulic calculations
Provide one (1) copy of hydraulic calculations, studies, analyses, and other technical reports. (Source: P.A. 96-626, eff. 8-24-09.)
- Qualifications of Technical Submission Designer
If the sprinkler system or modifications to the system is prepared by an Illinois licensed design professional (architect, structural engineer or professional engineer) the submission must be signed and sealed. If the sprinkler system or modifications to the system is prepared by a technician who holds a valid NICET level 3 or 4 Certification in fire protection technology, automatic sprinkler system layout, a copy of their NICET level 3 or 4 Certification must accompany the submission.
- Manufacturer Cut Sheets
Provide one (1) copy of the manufacturer’s cut sheets of all devices, to include: pipes, sprinkler heads, fittings, hangers, all control valves, check valves and similar.

- Plat of Survey / Water Service Line
Provide one (1) copy of the Plat of Survey that identifies the location of any new water supply line for an automatic sprinkler system. See Diagram “A” at the end of this guideline for typical fire service and water service line configurations.
The City of Wheaton has adopted, either by City ordinance or by code reference, the following codes for all commercial construction within the City limits:
- International Building Code 2003
- International Fire Code 2003
- NFPA 13 1999 Edition
All code modifications by local ordinance are available for viewing at www.wheaton.il.us within the applicable section headings of the Municipal Code (Chapter 22, Buildings and Building Regulations). Copies of these modifications and of the Codes listed above are also available at the Wheaton Public Library as reference materials.
Significant Codes - Fire Sprinkler
Automatic Sprinkler Requirements when Remodeling
A paragraph has been added to the International Fire Code Section 903.2. “When construction is proposed an approved automatic sprinkler system shall be installed in existing buildings and structures in accordance with Sections 903.2.2 Group E, 903.2.5 Group I, and 903.2.7 Group R, whenever the cost of the remodeling or reconstruction in any given year is 50% or greater than the value of the building. Value of the building or structure (excluding land) shall be established by the Milton Township Assessor’s assessment records for the year prior to the initial remodeling or reconstruction. Where automatic sprinkler protection is provided in accordance with 903.3.1.1 or 903.3.1.2 and connected to the building fire alarm system, automatic heat detection required by this section shall not be required.”
City of Wheaton Code Sec. 74-264(c) states, “Where a public water supply or an auxiliary water supply is used for a fire protection system, reduced pressure principle backflow preventers shall be installed on fire safety systems connected to the public water supply when: (1) The fire safety system contains antifreeze, fire retardant or other chemicals; (2) Water is pumped into the system from another source;…(4) There is a connection whereby another source can be introduced into the fire safety system.” An RPZ/DA is required for all fire sprinkler systems which have a FDC and provide a metered bypass on the RPZ/DA.
The inspections listed below are required for all Fire Sprinkler Systems. Additional inspections may be needed based upon the scope of work. If additional inspections are required, they will be listed on the Plan Approval Notice attached to the approved plans.

Plan Review Fees:
At the discretion of the City of Wheaton Building Department Director plans can be sent to a third party code review agency. This determination will be made only after the plans have been received and reviewed. Review fees would be forwarded to the permit applicant and paid at the time of permit issuance.
