Budget & Financial Reports

Annual Operating Budget
The City’s Annual Budget provides the spending authority for all City departments for each fiscal year. The budget outlines the various services and programs that will be provided to City residents.

Capital Improvement Plan (CIP)
The City’s Capital Improvement Plan (CIP) is a long-term planning tool designed to provide the community with a view of the City’s needed infrastructure and capital improvements over the next five years. The goal of the CIP is to ensure that the City’s infrastructure and capital needs to meet the community’s service levels and expectations. Infrastructure impacts many aspects of our daily lives. Infrastructure encompasses roads, water, sidewalks, bridges, stormwater, wastewater, and public facilities. Investing in infrastructure is critical to the City with respect to maintaining a high quality of life, supporting public health and safety, and fostering economic growth, development, and redevelopment today and for future generations.

Quarterly Financial Reports
The quarterly financial reports for the City provide an interim view of the financial performance of the City’s major operating funds.

Expenditures (Warrants)
Warrants are itemized listings of City expenditures, including detailed accounting by department. They are approved at every regular City Council meeting. View Warrant documents.

Annual Comprehensive Financial Report (Audit)
The City of Wheaton annually publishes an Annual Comprehensive Financial Report. The past five years of reports are posted as a historical reference. Note: The information in these reports has not been updated for developments after the independent auditor’s report.

Auditor’s Management Letter
In conjunction with the annual audit of the City of Wheaton’s financial statements, the auditors are responsible for communicating certain matters with those charged with governance and management. This required communication is published in a separate report.

Annual Treasurer’s Reports
The annual Treasurer’s Reports include payments to vendors (over $2,500 and a single total of all payments under $2,500) and employees’ salaries.

Annual TIF Reports
The City utilizes Tax Increment Financing (TIF) Districts where appropriate to spur development in certain qualifying areas as defined in State Statutes. Each year the City must file an annual report with the Illinois State Comptroller’s office.

Financial Reporting Awards

Annual Comprehensive Financial Report

For the 39th consecutive year, the Finance Department received a Certificate of Achievement for Excellence in Financial Reporting from the Government Finance Officer’s Association (GFOA) for its annual comprehensive financial report for the 2020 fiscal year. The award recognizes that Wheaton published an easily readable and efficiently organized annual comprehensive financial report.

Annual Budget

For the 21st consecutive year, the City received the Distinguished Budget Award from the GFOA for the City’s CY2022 Annual Budget. To receive this award, a government unit must publish a budget document that meets program criteria as a policy document, operations guide, financial plan, and communications device to the City’s residents.
